"Declared war" feels a bit tricky here. Cold war U2 or SR-71 flights feel fairly different than modern drone stuff. A related question: which acts should have Congressional oversight?

I think my answer is a “No” but mostly bc I think there are plenty of cases where it should be a no and plenty of cases where it should be a yes. I think the default would probably be “yes” but when certain circumstances arise I think “no” is appropriate for the case at hand.
