Hmm, this is an interesting thought. Do you imagine a U.S. civil war would be mainly a combat between citizen militias? The way I imagine it, the U.S. Military would crush either side with ease.
The U.S. military is composed of citizens who have sworn an oath to protect the constitution and to disobey unlawful orders. Who will they support?

That seems like the key question. In a world with a more-or-less neutral arbiter who commands overwhelming power, the key to winning the war would seem to be "provoke your opponent into acting rashly".
