Isn't the first rule of war to concentrate against a non-concentrated enemy? I'm just spitballing here, I've never been in a street brawl.
The first rule of war is not to provoke the side that owns 90% of the guns.

Hmm, this is an interesting thought. Do you imagine a U.S. civil war would be mainly a combat between citizen militias? The way I imagine it, the U.S. Military would crush either side with ease.

not sure we would defeat the Nazis in WWII by that rule, at least not here in the Balkans, where peasants had enough of terror (local collaborators were even worse than Nazis) and started guerrilla attacks with whatever they could find.
