I dont understand why they wouldnt put a permanent stair and dry area centered in the building. That would be totally feasible, and still with 360 degree views.
If this ever gets built, that is exactly what they will do.

It would entertaining to catapult them in from neighbouring buildings. As to how they get out, that's their problem.
More importantly, where is the swim up bar?
The design makes it look like they swim in through the bottom, which would work if the top pool contained a pressure seal.
Technically speaking: you just make the entrance in the center via stairs from below. The pool is a big fat O then.
But yeah, it's hilarious 
It could have platform on the other side with a ladder going up to the pool.
