It could be designed! would just be incredibly dangerous. I’m imagining a chamber underneath the pool that the swimmer enters. There could bean oxygen tube in the chamber. The chamber fills with water and then the roof opens, allowing the swimmer access to the pool. (1

More practical would be a level platform in the center of the pool with stairs. They don’t show that in the rendering though but it would still give you a 360 view. Would be especially cool if the pool was circle shaped as opposed to square. (2
