Bioweapons can only be bacteria or virus which would as likely infect the countries that would spread one or several deceases, and genetic targeting is engineering wise impossible for the foreseeable future.

Many terrorist groups (like Earth First) would be happy to wipe out all human life indiscriminately with bioweapons

AI has already diminishing returns on investments caused by exponential complexity problems from high base number in exponential mathematical equation. Military robots could still be improved though, by mechanical engineering.
