This might not answer your question but he mentioned India as an empire and I think India has 22 official languages and over 100 that are spoken by more than 1 million people.

I think this is the EU relevant sense in which it could be said to be an empire. China and India could be seen as civilisation states rather than nation states. Perhaps that's better then empire.

India is starting to invest a lot of money in international development programmes to create itself a sphere of influence in Africa. It's not yet an empire but it is a start.

India has also been a unitary state (more or less) since the Raj. That never happened in Europe after the Romans; circumstances too different, centrifugal forces too strong.
