It's absurd to assume that these things would have to happen in your specific order. The real issue is it would completely cut off a significant proportion of the population from getting credit at all. It would also stifle a huge part of the economy mostly in poverty areas.

What I'd like to see is ppl say: I propose to do X, and I will measure if X leads to the expected results by doing Y, and if it doesn't, we would go back to X and try again. Without a solid Y, I'm not buying into any idea.
