I love all of the Culture series though the premise that a sizable amount of Minds would care enough to babysit billions of biologicals still seems flimsy to me.
I imagine the Minds view humanoids with some combination of ancestor worship, patronizing amusement, and benign pet-ownership.

Imo the best explanation is that stories without humans in them tend to be difficult to write and/or difficult to sell. Same goes for transhumanism/singularity stuff. No human no cry.
