Impossible? I’m at a public university, and just helped hire five faculty members in the past 12 months. Anybody with 10 minutes and google can figure out how they were hired, the explicit and detailed rules on merit pay (that alone is a 17 page doc), and T&P.

Can't speak for other professional fields, but IT professionals are extremely open source re hiring practices, interviews etc.
