It's unlikely to be arson in my opinion. Security is very tight at Notre Dame and there was renovation being done, so it's probably an accident.
Why was security so tight? Are you implying certain groups wanted to do harm to Notre Dame? Hmmm.

France's counter terrorism plan "Vigipirate" has been active for years, so security is tight with military soldiers patrolling the streets. The fire can really have been caused by an accident during the renovation work. Waiting and seeing for the investigation is wise

Even without the threat of arson, there are always idiot teenagers. Short of someone coming forward and saying "Yeah, I started the fire," I don't know how anyone could figure it out. But then, I'm not an expert in these things.
