Seems like they were working on the building... from my travels in Europe, I'd perhaps start with banning the workers from smoking. A month ago in London, I saw more people smoking in a 15 minute walk than I have seen in Albuquerque in years (combined).

Yeah and French are big smokers. Pretty sure it's banned to smoke in the construction but you're in France, it's not like we'll not do something because it's forbidden

French police linked it to the construction work. Having worked on historic buildings of a much less grand scale, I know how easy that could be.
