I take it this assumes they have generated such policies in the first place.. The pareto-superior criterion might be a bit strict, but it's a nice goal. We should at least try to find such solutions.

That’s where you may want to go, but you usually have to settle for improving the status quo. Let’s at least ask for a hard set of evaluation criteria that automatically repeal a new regulation after a trial period if it does not have the intended result, and clear accountability

I will settle for politicians that are clear about the targeted policy outcomes, will design the policy to be falsifiable, and after implementation will measure and collect data so we can know if the policy has failed.

No problem, as long as you recognize that the politicians are just other players, driven by their own payoffs, and their equilibrium is never to care about tail (much less existential) risk.

Too much? Absolutely. You might, on an outside chance, manage to arrange a think-tank somewhere that makes those sorts of policy proposals, if you could somehow convince one person with enough money to fund one.
