Yes, that's part of what I'm getting at here, though I think legitimate disagreement is possible even on non-ridiculous proposals and that's a more interesting case, at least for a philosopher I guess.

There’s also the disconnect with immigration that
@Steve_Sailer has pointed out. If you’re concerned about carbon emissions, you shouldn’t want to import third world peasants living low carbon intensity lives to America where they’ll be emitting much more carbon.
