I "think" it's generally understood that someone pays for the services. But perhaps some don't, & these politicians should be more explicit about the fact that it is "free" or "low cost" to the poor, and expensive to the rich.

"Free at the point of use" is the language generally used in the UK - of the NHS, for example. Everyone here understands that's what a politician means by "free". You're overcomplicating it.

The idea that people think "free college", or whatever, denotes something that drops from heaven without state intervention seems like a particularly crude strawman invented by the likes of Grover Norquist. Not worth detaining ourselves over.
