Surely this is true only to the extent that there is reliably actual monogamy and the pair bond lasts long enough to finish raising children? How often does that happen in a species?
Pretty common in birds, pretty uncommon in primates, apart from prosimians, gibbons, and humans.

Surely we wouldn't characterize human monogamy and paired childraising as 'reliable'. Does sexual selection end up equally powerful across sexes anyways for some reason?

The whole "being visually appealing" in non-human species is usually a sexually selected males thing. Clearly human women deal with this too. Though insofar as women have greater parental investment than men, you would expect them to be subject to less selection than men.
