"Focus on a big, hard, tractable, neglected problem" Is your field some kind of garden of low-hanging fruit or something? The expectation that PhD students can find low-hanging fruit of this sort is what drives rude awakenings during lit reviews.
Psychology has a lot of low-hanging fruit, if you bring a good meta-theory as your ladder.

Interesting. I suppose the replication crisis has left a lot of open questions, too. The open questions in economics require access to either a big dataset no one else has or mastery of a complicated theoretical apparatus. Students are at a distinct disadvantage.
