The problem may be too much mystery and not enough commitment. Norms, rules, & expectations are unclear ('casual dating' = 'mystery' in a bad way); not enough traditionalist respect for reliable signals of commitment (e.g. marriage, kids, extended-family solidarity).
Love is considered foolish in the presence of better options or the pain of being rejected for better options. Sex disconnected from procreation removes its innate sanctity, artificially and temporarily preserved by tradition.
It's possible that those not having sex-choosing masturbation as an alternative-realize that sex divorced from love and/or procreation is not much different.

Seems to me a bit from column a, a bit from column b. Take marriage/family out of the equation, you're gonna have less motivation also for young men to get their shit together in this way.
Have we also considered the parenting model that extends familial intimacy well into the twenties? Why make a household of one's own, with all its complications, if today's young people can rely on their parents?
Obviously that only extends one generation, so the question assumes that you will live forever, in which case why have kids at all? The world would get awfully crowded if no one died but birth rates stayed the same.
