Well that's true of most countries. I say if you're going to live in a very poor country, live in one that's rapidly industrializing, so you can see how countries escape poverty (and maybe even get in on the action)! Ethiopia, Bangladesh, or Vietnam.

+1 for Vietnam, it's amazing to see what's happening there. I live in Malaysia, which is already further along the track of escaping poverty, so that gives a different perspective.
