Maybe I'm just stating the obvious here, but it sounds like by "real hero" you mean something like, "Ignoring starting position and judging by utilitarian standards rather than sympathetic or literary standards, who was MVP?" or "Whose performance should I try to beat?"

If you’re not having character arc within a given story, then for the purpose of the story can you be anything except a plot hook or some part of the environment? Or: as an ineffably-laid cosmic force with a face, can Gandalf even have a hero-arc?

Gandalf was more like a force of nature than a hero. 2k+ yr lifespan confirms. Gandalf as the real LOTR hero is sorta like saying the Angel Metatron was the actual hero of Exodus instead of Moses.

Or existence is complicated and takes bounded rationalists a long time to grok. Granted Gandalf’s arc doesn’t smell that way, but it doesn’t seem ridiculous for an old character to encounter new evidence.
