For most of these people, it would never occur to them that there are 20-year-olds who are functioning adults with families, homes, and responsibilities.

If you don't know the answer don't reply, Geoff. I mistook you for a person that knows things. It's the same reason car insurance goes down for people after their mid 20's. The data shows that they make better decisions. But then again what do actuaries know?

I'm fully aware that car risk goes down with age in the 20s; but there would be _some_ price at which an 18 year old could rent a car if the rental market was open and efficient and not over-regulated.
