I believe there is a real threat to free speech at many universities. I don’t think an executive order is the way to address this threat.
Responding to POTUS's XO on campus free speech today, U. Cal. President Napolitano says 'We do not need the federal gov't to mandate what already exists: our longstanding, unequivocal support for freedom of expression.'

He is correct, but currently there is no enforcement so someone is dropping the ball. Since the executive branch's job is to enforce the laws this is completely legitimate.
