Yep. The deal would have to be: (1) every existing entitlement program is scrapped forever (2) UBI Doing it the other way round would be very bad.

No, 1st rule of charity is to supply the need not just give $. There are very good reasons for this. I’m ok with a social safety net but for goodness sake don’t take money from me to give to people that will just use it to kill themselves. Work on improving the efficiency, yes.
