This is how a President protects and preserves the Constitution again all enemies, foreign and domestic.
Make it a condition of federal or state funding. Don't seek to make it happen nationally, make it happen on a state by state basis. Much more achievable.
And the next person in office signs another executive order to get rid of the first one because none of their donor’s kids can get in anywhere.
It's almost like democracy with a "dictator-of-the-week" President is a terrible terrible joke of a system...
