He's less likely to wimp out in defending free speech if doing so makes his university go bankrupt. That's the point of the XO. A spine transplant for callow administrators.

We are not interested in the administrator's souls, much rumored but never observed. All that is required is that their behavior be changed. They will respond to incentives. Those could be further reinforced by federalizing the National Guard, as in Little Rock, 1957.
