The XO would eliminate the need for bravery among admins. They could just say, 'sorry, we have to protect free speech, or this university goes bankrupt in six months.' Incentives can be a good substitute for ethics (like in criminal law).

Also allows admin to deflect responsibility to an external source ("we are just following the law"), so protestors more likely to direct their outrage toward that source instead of admin, possibly improving relations b/t these two parties and positively affecting campus climate.

They didn't want to stop the heckler AND they had no incentive to stop the heckler. The XO would give that incentive.
