      No. No it's isn't. Universities can invent infringements on free speech faster than courts can knock them down. And you're asking faculty and students to invest all their time litigating....

          But imagine a new federal law. Then imagine how much time universities spent debating it, implementing it, carving out exemptions, & perhaps going to court over it. The shit-show that's the 2011 Dear Colleague Letter is a good example here.
