The 1A rights of professors at public universities are already protected by courts and professors can have FIRE take a 1A case to court. Trump's statement is one of many arbitrary symbolic appeals.
Profs can do this if they've willing two spend two years in court. Thousands of profs would need to do that to have as much effect as this one XO will have.
