Respectfully, Robby, I think I disagree. The majority of colleges across the country have problematic speech codes or other policies that may infringe on 1A. Why not tie federal funds to reform that forces administrators to respect student rights?

It's tough to give a strong opinion without seeing exactly what it says. But if anything this would be a matter for Congress, not the president.

I'd argue this is a matter for the courts (assuming we live in this strange world of Judicial review) since to the best of my knowledge public institutions have to honor constitutional rights.

Federal courts consistently rule that public universities must respect #1A (see @TheFIREorg). Public universities that aren't directly sued consistently ignore these rulings, with no accountability and no penalties. Its time for penalties.

The only real issue I see with this then is that he isn't cutting all federal funding (to include grants and subsidized loans) to these universities.
