Under constitutional law, American public universities are 'arms of the state' that must respect First Amendment free speech rights. Would you support an executive order from POTUS that withholds federal funding from any public universities that infringe on free speech?

The important thing is how free speech is defined in the order. Depending on the wording it could easily be weaponized.

Yes, but any number of spins could be put on it. how and who decides when to enforce this could make a material difference. FYI I am fully in support of no holds barred free speech rights.
