How about forcing a bill through Congress and making non-partisan free speech a central issue in 2020? Not for just campuses - but for all publicly funded institutions (think Silicon Valley).
That would be nice, but many Dems haven't supported free speech for decades.
Many but not all - and any attempt to rescind or subvert that executive order would come with a heavy political price.
Pushing the issue in Congress would keep it in the political forefront - and would make detractors look pretty bad.
