I think an XO from POTUS would be by far the most effective long-term solution that's politically realistic.

Technically, public funding of universities always required compliance with
#1A. In practice though, universities had little incentive to support free speech.

If we learned anything from Obama->Trump it's that anything done with a single pen can be undone with a single pen. EOs are always a stopgap measure at best. If this is a truly serious problem (it is), then it deserves the full weight of proper legislation.

If this is a truly serious problem (it is a real national emergency, IMHO), then it deserves to be solved asap by any credible means necessary. Congress will _never_ make public unis respect free speech. It's just not politically useful to their bases. Courts have also failed.

ruled against in several courts for 30 years are still wrongfully enforced on many, expanded upon, and new policies with the same goals in mind are routinely written and implemented, something has to be done. Ppl have exhausted every option
