Not practical. Would have to create a new federal free speech standard and implementation bureaucracy. It’s silly. Better way to leverage fed research dollars is to require rollback of Univ admin budgets as proposed by

The federal free speech standard has been decided by decades of supreme court decisions, and is perfectly clear. Universities have just refused to respect it.
