Not practical. Would have to create a new federal free speech standard and implementation bureaucracy. It’s silly. Better way to leverage fed research dollars is to require rollback of Univ admin budgets as proposed by @AndrewYangVFA

FIRE is right, tho. We don't know enough about proposed policy or how it would be executed to judge. Over last two years, Trump's executive orders have faced significant reversals because they were poorly drafted, so free speech advocates should not get too excited just yet.

Who will determine if the speech is free enough?

It's not that hard. No one should expect the government to guarantee absolute free speech. But publicly funded institutions must be fair with regard to all major viewpoints. If they invite outside speakers at all, then those speakers must not represent just the left or right.
