Geoffrey, its always seemed to me that the college "free speech problem" is more a matter of culture than literal restrictions (and hence would not be addressed by changes in federal policy). You would know more as a professor - do you disagree?
Most public US universities have many literal restrictions and unconstitutional limits on free speech. These nudge the culture towards intolerance. Fixing rules won't fix the SJW culture, but it will delegitimize it somewhat.
Okay, thanks. I agree that from an authority perspective they might be weakened, but I think the opposite would happen to the culture. As you know, playing victim can be a powerful move. What can be a bigger gift to the "SJWs" than an actual order by the Trump administration?
If the SJWs think that they can stoke public outrage by saying 'OMG look Trump is imposing free speech on universities!', they will lose even more credibility...

People should be free to advocate for _any_ political views they support.
I agree with both @primalpoly's points here, as I've argued previously, and would add that such a policy has the potential cultural boon of making the reasonable, non-activist members of campus stand up to the activist minority:

“Social justice warriors” has become a meaningless and politicized term. We need to recognize the radical “progressive” activists for who they are - Social Communists. They use censorship and career denial to shout down anyone who dares to question their policy of resentment.
Rules (top-down) can feedback into the culture (bottom-up). Still, culture is always more fundamental. It's the difference between memes occupying minds of the masses, and memes occupying minds of the rule-makers and *hoping* that they trickle downwards.
Can you cite some examples of these literal restrictions and unconstitutional limits? I believe you, but actual examples are more persuasive.
