I think their lack of a response may have been less about guts and more about the dominant ideology that was already present when that letter was sent. They could just be cowards, though. We'll find out in the near future.
I don't think admins will have the guts to fight anything that could threaten their funding. They sure didn't with the 2011 Title IX 'Dear Colleague' letter

The 2018 OCR letter calls out the current TIX complaint process and evidentiary standards for leading to gross injustice, but Admins are ignoring it. They've opened themselves up for a gutting when a student sues them for mistreatment using standards that the Gov says are unjust

Donald Trump could kill two birds with one stone here.
@AndrewYangVFA talked about the reason College is so expensive. He said it is because of the Administrator's. Trump should threaten to withhold funding until they get their Administrator/Student ratio back to the way it was.

How many diversity and inclusion administration and staff are in a system like the California college system and how many additional HR admin and staff that are allied? How big is that budget? Oh they’ll be fighting bc oppression of freedom is practically their job description.
