This is really good news. As a professor and member of @HdxAcademy , I'm confident that the _only_ thing that will get most public universities to support free speech is the threat of losing federal funding if they don't.
Might be best to wait until you see what the executive order actually says I'd think. What does "support free speech" mean in this context?
The constitutional law is very clear. Many public universities just have many policies that blatantly violate it. @TheFIREorg has resources on this.

The Universities have tendency to only hire like minded, Thwarts diversity, debate and discussion. Sounds crazy to have Pres mandate freedom of speech at Universities!!! How sad is that!
Sadly universities no longer adhere to Aristotelian or Socratic teaching. The many leftist professors instill their thinking in our young children (as seen by the many professors who tweet awful things). Sadly it will be just another court case.
Sad that we have to fight for free speech. One would think colleges should produce well rolled students not narrow minded twits.
