Sure. But the idea that negative liberties are the only legitimate rights doesn't hold up in practice. Are the civil servants and construction workers being unfairly coerced when they're mobilised to build roads? There's no "right to roads" in the Constitution...
... but apparently it's unproblematic to mobilise taxpayers' money for the public good in that context (and many others), but for some reason not healthcare? Why is this? (I'm British btw, though I follow US politics perhaps unhealthily closely... )
