Government exists to solve collective action (market failure) problems. Carbon pollution is the textbook example. I’m not a fan of much of this “plan,” but ignoring the problem is anti-capialist; pollution is a form of subsidy & a wealth transfer from future generations to us.

If Republicans were capitalists, they’d be pushing for market-based solutions such as less regulation of nuclear. Instead they’ll cede the solution set to the Democrats and we’ll get their best ideas. But at least they’re ideas.
