The investment costs may be driven mostly by gov't over-regulation....

The “over" regulation was in response to the several very high-profile accidents. Not sure “make nuclear plants less safe” is a winning message. And regardless of reason, it takes way too long and too much money to build nuclear plants on the speed and scale required.
