Any mammal, indeed any vertebrate, who brings value to the lives of many others, and makes their money honestly & legally in the free market, should be allowed to be a billionaire.

The issue is that free market capitalism leads to corporate greed, monopolies, bubbles ect While people should be allowed to be billionaires, we can't treat them all as earnest business folk when they're simply not.

Getting lost in this "billionaire" discussion is fact that, typically, they create so much more wealth than just their billions. Amazon created ~$900 billion in wealth - hundreds of multimillionaires + thousands of jobs.
