It’s a resolution and not a bill. That means the resolution are a set of goals that should be achieved, and should guide current/future bills. So no.. that wasn’t its purpose. Bills are now supposed to be written with the details to make the goals achievableas much as possible.

I studied power engineering for my undergrad and worked in the field. The ideas regarding energy “restructuring” in the Green New Deal make 0 sense. Solar and wind energy can’t make the bulk of supply because of variability. We need base-load from hydro, hydrocarbon, and nuclear
