Total area of Russia is ≈ 17 million square kilometers, for China and the US it’s almost 10 each while the total land area of the world is ≈ 149. 17 + 10 + 10 = 37 149 - 37 = 112 112 > 37 The most likely answer is “someone else”

OK ... but what if the aliens live in an anarcho-syndicalist collective without formal leaders ? What if they take it in turns to act as a sort of executive officer for the week ... but with all the decisions of that officer having to be ratified at a special bi-weekly meeting ?
