The gain from reducing the likelihood of an extinction-level event is likewise minimal, since we are highly unlikely to go after the Russians or PRC on a first-strike basis anyway.

The development of the sub-launched leg of the triad in the 60s was intended in large part as a second-strike capability and marks a sea-change. That said, to the extent you see first-strikes against peers as a credible, this move is even worse. I won’t go that far, though.
