Yes, in principle. But, I can't imagine any plausible scenario in which any of my colleagues would accept a high school graduate directly into a PhD program. Just won't happen.

Getting relevant research experience in a good university lab would be the bottleneck.

Maybe not directly from high school, but not waiting to finish HS, BA/BS,. I knew someone whose first degree was a Ph.D. That was around 1980. Didn't even finish HS.
