I've heard that the correlation between scores on different mental tests becomes weaker at higher IQ levels, relative to low. 1) Is this true? 2) If so, what does it tell us?

That's called Spearman's Law of Diminishing Returns. It's still controversial. Theoretical interpretation is unclear. I think it may be a reflection of pleiotropic mutation load.
