Agency is no more available to scientific explanation than science itself. These are a priori questions of *meaning*, ie conditions of the possibility of scientific questioning which must have its field of enquiry already delimited. 'Evil' is province of agency rather than fact.

I don't know, humans are arguably far more "evil" to dogs than wolves ever have been to humans.

We didn't breed evil out of dogs. Dogs/wolves are ultimately loyal to their pack. We tricked dogs into thinking we are the same pack. Dogs are still loyal and pure. Humans are still on occasion still evil to dogs. Breed evil out of humans to improve the lives of both.

Evil is uniquely human. You have to be able to empathize, to fully understand the experience of the victim, to be evil. On top of that, there is an aspect of art. Without those things you don't really have true evil
