Limiting the use to just heavily populated cities, that would cover 50% of that 7bn, you would need around 99,293 warheads. So, around 1/18th of the world population. Fallout would be a big issue, but most people are safe from a nuclear war. Everyone will feel climate change.
Everyone would feel nuclear winter a whole lot more than they'd feel global warming...
