They fail to distinguish masculinity from psychopathy, for example. Psychopathic behavior by males is framed as mostly an outcome of patriarchal conditioning & masculine stereotypes, rather than a mental disorder in its own right. Equates being a 'real man' with being evil.
Honest q: I read this statement as saying “we aim to encourage prestige-oriented masculinity over dominance-oriented masculinity.” What is bad about this? We can probably all agree that prestige behaviors are socially and intrapersonally healthier behaviors.
Good point. If they'd said that, we could have a honest debate about the pros and cons of different male mating strategies.

I assume there was some kind of task force assigned to work on 'male issues', but I'm not sure.
"When we report that some aspects of “traditional masculinity” are potentially harmful, we are referring to a belief system held by a few..." "Some" "potentially" "a few" ..is a huge walkback from "Traditional Masculinity is ON THE WHOLE HARMFUL." So which is it?
Seeing how the entire point of this is to roll out new clinical therapy guidelines, how many clinicians are going to read which statement, and which statement are they going to abide by? Especially given how the statements are contradictory.

Progression + Conservatism = forward movement. Pure progression is a track on the Great Round, where we are now. We've progressed to the point that we've circled around to regression.
