What % of the time do people tend to be 'morally right' about a controversial issue even if they're not 'factually right' about important, morally relevant aspects of the issue?

Nobody can doubt that people do experience suffering. I agree that *whether* a person is suffering could be objective in principle. But surely your ethic also needs to consider the *degree* of a person's suffering, right? How can that not be subjective?
